In that light, public participation in literacy programmes requires a strong level of collaboration between the local community, non-governmental organizations, Federal governments, international communities as well as broadcasting stations and media houses,

which is targeted to strengthen the participation dimension in the provision of basic education and to maximize the roles of the family, schools, community, non-governmental organizations,

and other involved in support services in the provision of basic education and information awareness (Information Communication Technology).
It is against this backdrop, that we have adopted an integrated approach to orientation and enlightenment campaigns, by utilizing DISTANCE EDUCATION AND VIRTUAL LIBRARY PROCEDURES, which will give priority to out of school children, illiterate adults particularly females,

the capacity building programmes for personnel in our focus sectors, such as health workers, teachers, agriculture extension workers/agents, farmers and skilled youths, tribesmen and kinsmen, etc
